I happened to have the news on the other day while walking around my living room and noticed a news bulletin along the bottom of the screen announcing the enactment of a new city ordinance here in San Antonio, TX to charge a $50 fee to the city for owners to keep intact dogs. I know that this battle is going on all over the country, but it seems like such an afront to my rights as an individual dog owner, and makes me ask the question of why I am paying for other irresponsible dog owners who can't keep it in their yard. What do ya'll think?

I strongly believe there needs to be restrictions on intact dogs. Go to your local shelter and see all the hundreds of homeless dogs that are there. Most will probably be mutts. You know how they got to be alive? People keeping intact dogs, irresponsibly. Or trying to get a quick buck. And they end up in the wrong hands.
If theres a restriction on keeping an intact dog, people will think twice about it. Without restricts, its too easy for someone to go off and buy a female, and think, "Hey, it'd sure be fun for 'Bella' to have a litter with my friends dog, imagine the cute little puppies!" And you know what, theres a new litter of puppies in the already overflowing world of dogs. And what happens if those puppies go on to have their own litters. Its a never ending chain.
On the other hand, of course there are the responsible breeders. I dont think they should be punished at all. But I also believe that not every dog needs to be bred, titled, or not. I think breeding needs to be left to the professionals, who breed to IMPROVE the breed with each and EVERY mating. Those who look for a stud to compliment their bitch, not just breed every bitch to their stud, or vice versa.
So overall, yes, I think we need restrictions. What makes intact restrictions any different than limit restrictions? In my opinion, we need to do something to stop the overpopulation of pets, and if it take a restriction, then I say go for it. Granted, its not an insanely bizarre thing.

sad part is ..the people who are responsible for the unwanted litters those restrictions and laws will not stop them and that is just facts
Personally I am tired of paying for those that are part of the problem

I get that there are too many unwanted pets in this world, but I don't think I should be held accountable for other people's negligence. I feel that breeding is an art form which should be done with care and concideration. Laura Wilder Touch of Class Ranch

I felt a little gouged this past week when I registered my intact dogs in our little rural town in Utah. I paid twice what the others paid to register my dogs just because I choose to keep my dogs intact.
Knine is right because the people in my town that don't obey leash laws and let their dogs run wild, these are the same people that don't even register their dogs with the town.
The law abiding citizens seem to always take the brunt of it. Just doesn't seem fair.
